OAG on work environment: – The police have an attitude problem – NRK

It appears after OAG has examined the authorities’ efforts to combat social dumping by public procurement and efforts toward work environment. These were submitted to the Storting today.

– These issues remain a priority for Parliament because it is linked to the new workplace. Here we have new challenges, to put it gently, says Auditor General Per-Kristian Foss.

One of the OAG’s main findings is that police investigations in such matters “inexplicable long time” and that the quality of the investigation is inadequate.

– Public Prosecutions has said that this should happen fast. When we believe it is reprehensible that it goes that long. It may be weeks or months before questioning conducted, says Auditor General waterfall.

– It is obvious that the police did not succeed Public Prosecutions directed at this area, adds Foss later.

– I think that it is both an attitude problem and an organizational problem. Police are fed incredible amount of resources in recent years, and it is asked to prioritize this. Still do not, says Foss told NRK.

Can outperform legal entities

The background reports are enlargement of the EU and the Schengen cooperation, which has resulted in strong growth in the number workers who provide services in Norway.

This has also led to increasingly rougher workplace crime – an issue that Parliament has imposed Norwegian authorities to thwart more, writes the OAG in its press release.

This describes social dumping as one of the main challenges in the workplace. OAG believes that because of this risk getting a worse standard of work in Norway, where criminal actors also can outperform legally run businesses.

The OAG is also critical to Labour Inspection and notes that the audits of social dumping often implemented as simple checks of identity cards and employment, while wages inspected less frequently.

– There is a danger that supervisors are not thorough enough to uncover criminal matters . It is reprehensible that the Labour Inspectorate lacks sufficient expertise to combat this, says Auditor General waterfall.

Out of nearly 18,000 audits in 2015 resulted in 65 percent of responses, mainly spreads. Violation charges and review was little used, and where it was ordered suspension of operations as a means of coercion, there was often no follow-up of cases.

– Reaction opportunities must be improved. Mild reactions and little follow-up weakens the deterrent effect and respect for Arbeidstilsynet that authority, says Foss.
