Domestic

Dot Facts

  • The Government promotes changes in alcohol law that will provide standardized rules for revocation of liquor license .
  • They propose a dot system where various violations give a different number of dots. Violations can provide 1, 2, 4 or 8 dots.
  • When you get 12 dots shall lead to forfeiture of liquor license for a minimum of one week.
  • forfeiture Tida can be increased if violations are particularly serious, it is revealed violations which together provide more than 12 dots and discretion.
  • Earning Tida is set at two years. The Ministry proposes that the dots will barred consecutively, from the time when the incident that led to the dots took place.

The Socialist Left Party (SV) would like it to be much easier to lose bestow license for issuers for violations of alcohol law. They want discrimination, whether based on skin color or disability will hit hardest.

Dots

Today health and social Committee may make its recommendations for amendments to the Alcohol Act and rules for confiscation of license. They propose two dots of discrimination. Something SV leader Audun Lysbakken believe is too small.

– Although discrimination is not the Alcohol Act heartland, we believe this undermines discrimination entertainment industry as a serious problem. We know that there is discrimination in the Norwegian nightlife both on the basis of skin color and disability, and it is a bigger problem than we choose to believe, says Lysbakken Dagsavisen.

Eight dots

He believes that the government’s proposal is far too mild and will not cause the entertainment industry taking discrimination seriously.

– We lack the tools to crack down on this. It is possible complaint, but it is difficult to reach. Alcohol Act gives us an opportunity to do this through to penalize owners of a club by taking from them the license through dots. This is the most effective, and money is a language everyone understands, which is the result of deterministic easy to lose serving license because of discrimination, he said.

– We believe that it will be good with a national regulations, says Lysbakken.

Reset

According to the proposal which is to hearing, “With two dots”, a nightspot in theory be taken for “repeated discrimination” six times over a two year period without being deprived licensed. It is unacceptable, says SV leader.

– It must sting to be taken for discrimination, he said.

– We are for a higher degree of standardization and the system of endorsements, but we believe the government proposal fall short when it comes number of dots for various violations. This applies in particular “repeated discrimination.” The Government’s proposals are listed under this breach that provides two dots.

During the consultation process meant more consultative bodies that discrimination should frame hard.

Among others thought of Trondheim and Oslo police that repeated discrimination should be imposed against eight dots, while the Ministry of Justice suggested four dots. Some argued against discrimination should be part of the dot system, because discrimination is not in the core area of the Alcohol Act purposes. Ministry of Health land yet to take it in, with two dots as punishment.

Seeking Support

– Do you support the proposal in Parliament?

– It is too early to say, since the proposal is being considered by the health committee. But we go out with this now and hope to get broad support, says Lysbakken.

Shocked Control Committee with sensational sales information – Dagbladet.no

(Dagbladet): After a thrilling run in current control hearing, opened Committee Chairperson Martin Kolberg (Ap) that there may be new hearing.

The reasons are the information that NMA notified Defence Logistics Organisation at the general level twice.

– It must be handled in closed session, said committee chairwoman Martin Kolberg (Ap).

In addition claimed Morten Larsos the NMA that it has taken meetings Foreign Affairs and been extensive Communications Act between both MFA and the Ministry of Defence on the issue.

There, among other material information that the Audit Committee has requested, have been exchanged.

Without Control Committee has received some information.

Standing Committee on Scrutiny and Constitutional Affairs was particularly concerned three questions when brokerage Norwegian Brokerage & amp; Auction (NMA) and the CEO Morten Larsos should explain themselves.

– How much sold NMA boats further, how did the documentation, and how it ended up in Africa?

Thursday’s hearing is held because of Dagbladet’s revelations about the sale of 10 naval vessels to paramilitary actors in West Africa.

NMA has been involved in most sales processes and is a key actor. Økokrim conducted a raid on the company in January, and the closely linked to the irregularities mentioned in the PwC report.

In the midst of the hearing came Morten Larsos the NMA with new startling information.

They claim to sit on the copies of all the lost contracts Defence Logistics Organisation has been looking for the last ten months.

Late autumn 2013 sold defense coastguard vessel KV “Titran ‘for 8.3 million to the private South African warship manufacturer Nautic Africa. The company specializes in trading with war and patrol vessels for military and paramilitary organizations including the Africa and Middle East.

In consultation also revealed NMA for the first time that Nautic Africa sold “Titran” on to OMAK Maritime for $ 2.4 million.

Morten Larsos the NMA says that they in turn earned 3.6 million dollars to mediate KV Titran for defense.

It is a startling high broker gains as defense only got one million euros, or 8.3 million. Meanwhile, they argue buyer sold the boat further $ 2.4 million.

– The information you come by now, you must send to us officially, says Martin Kolberg (Ap).

Two sales messages

Then came Morten Larsos the NMA with yet another shock enlightenment:

Defence Logistics Organisation has sold KV Titran to Nautic Africa (Africa’s largest private weapons seller) – but conferred it directly to the Nigerian security company Omak Maritime – and that it was written a separate sales message with this company.

So the Armed Forces have written two sales messages: A company that is listed as the buyer, and a secret sales message to the paramilitary company actually bought the boat.

Administrerende direktør Harald Strømme i Discovery Networks gleder seg over resultatet.

Anyone who has been in contact with the sick school leavers, receive preventive antibiotic treatment. The two have been in contact with a third Russian as Tuesday was admitted to hospital Drammen with meningitis, NRK reported.

It is not confirmed infection with the two new now hospitalized.

– We have chosen to put them in to be on the safe side, said local medical officer Einar Braaten in Upper and Lower Spokes.

Tuesday it became known that a Russian in Drammen is hospitalized with meningitis . This is the first case of the disease that can be linked to the Russians for several years.

Drinking, smoking and lack of sleep

An estimate of Public Health has made for Aftenposten shows that about half of school leavers have vaccinated against meningitis. The number is rising and may have contributed to cases have become rarer. Health authorities encourage, however, that more should be vaccinated.

– We recommend that adolescents aged 17 to 19 years considering taking vaccine against meningococcal disease. These two groups often have close interaction with others of the same age, excessive alcohol consumption, smoking and lack of sleep, for example in connection with the graduation celebration, says Sigrun Kongsrud, Technical Manager at the National Immunisation Register at the NIPH.

Kongsrud points out that these are factors that make young people more susceptible to meningococcal bacteria and the development of disease.

First of four years

In 2010, there were nine 2011 four cases of meningitis that could be linked to the Russian celebration. In autumn 2011 recommended Folkehelseinstituttet that Russians should consider themselves vaccinated. The last three years it has claimed Folkehelseinstituttet been no cases relating thereto graduation celebration. Thus is the case in Drammen the first in four years.

The 1996 cohort counts 66,930 people. Of these, 15,878 registered vaccinated – 24 percent. Because about half of the litter is Russian, and almost only Russians who take the vaccine, estimates Folkehelseinstituttet that approximately half of this year the Russian has taken the vaccine against meningitis.

– We see a positive trend in vaccination coverage. It is also important to remember that the recommendation still is fairly recent. Public Health follows closely the developments, saying Kongsrud.

This is the symptoms

The disease is very dangerous, at worst deadly. Symptoms may include high fever, included general condition, groggy consciousness, headaches, neck and back stiffness, nausea, vomiting, photophobia and seizures. The treatment takes place with antibiotics and painkillers.

The general manager of the Academy Norway AS, Kjetil Eide, confirmed to Drammen Tidende that the student who is infected, is a student at the Academy in Drammen.

– The I can say now is that we are very concerned about the pupil, says Eide.

The vaccine against meningococcal not offered as part of the childhood immunization program. Youngsters must pay a deductible of 550 dollars when they meet up with such a public health nurse to take the vaccine.

Aftenposten wrote recently about parents’ for school leavers.

Underreporting

Vaccination Registry think it’s underreported vaccines beyond childhood immunization today.

– This is something we try to follow up with the different vaccinators, including through focusing on the importance and benefits of having an updated national immunization registry, says Kongsrud who think this may be because the required consent for registration.

- After a breakup is the father equally important. We will strengthen children’s right to be accompanied by … – Dagbladet.no

(Dagbladet): – We talk a lot about the importance of the father takes part in children’s upbringing. After a breakup is the father equally important. We will strengthen the child’s right of access to both parents, says Minister of Children and Equality Minister Solveig Horne (FRP) to Dagbladet.

To ensure children access to both parents, and reducing conflicts between parents affecting children, the Children and Equality Minister “equate parents as caregivers,” wrote Dagbladet earlier today.

– The Minister sends two proposals for shared custody hearing. The preferred option is where shared custody is highlighted in the law in that this option should be mentioned first that some parents may agree. The minister also wants to submit a proposal for consultation where shared custody should be basically in law when both parents have lived with the child, said the ministry.

The Ombudsman reacted earlier today strongly on the proposal whereby shared residence shall be the basis of law.

Solveig Horne emphasizes that this is not something the government wants.

– Has been clear

– We’ve been clear on what is our preferred option. We lift shared care into law, which is a signal that it is important that parents are equal. Yet we shall not impose any shared custody. There must each family get to choose yourself. It is important that children also get to voice what they think, without fear of hurting one of their parents, says Horne.

– A proposal that shared custody should be the starting point of the law, that option which is not preferred, will nevertheless also be sent out for consultation. Why?

– we thought it was okay when we will send out proposals for such large changes in the law. We had been criticized if we had not sent ur this proposal, but our signal is that we prefer that shared custody is highlighted in the law, says Horne.

She adds that the scholars disagree about whether this shared residence is good for children.

– For many shared custody a solution that works well. We believe it is an important principle that both parents should have equal rights to the child. It is a source of conflict today that the father does not feel he has the same rights after a breakup. We live in a country where equality is strong. By equate parental rights, we also reinforce the rights of children, says Horne.

Shared parental responsibility

The Minister has several proposed amendments to the Children Act.

Today there so that if the parents are not married or living together when the child is born, the mother has sole parental responsibility. There are currently only a minority of parents who did not live who have joint custody.

Horne proposes joint custody as a starting point for everyone, even for parents who are not living together when the child is born .

And the minister believes that more equal rights for parents may dampen the level of conflict.

– The parents asked liked when they were a couple. If they now know that they will also be on an equal after a breakup, it might be easier. Parents must matter to make an effort not to let the conflict go beyond their kids. Research shows that there may be as great a strain for children to live in conflict as to be exposed to violence or abuse, says Solveig Horne.

The Minister is even mother and signs.

– We had shared custody. It worked well for us.

Siv Jensen doubt anthropogenic climate change – Dagbladet.no

Progress Party leader Siv Jensen said in a Aftenposten interview Tuesday “yes” to the question whether she is in no doubt that climate change is man-made. Then she was in contact with various media in order to “clarify” what she thinks.

The answers to the questions about the Progress Party and her views on climate change moves in a game of yes or no questions with Aftenposten’s political editor Trine Eilertsen and her editor colleague Harald Stanghelle.

She answers “no” to the question whether she is convinced that climate change is documented in recent decades, is man-made – ‘yes’ on the follow-up question whether she is “in doubt it. “

Faced with NTB maintains she, however, that although the Progress Party” has a nuanced approach to this, “so she says that she herself appears oversimplified in the interview. FRP platform calls that climate change should be taken seriously, and that the precautionary principle should apply, according to the party leader. FRP recognizes that there is a human influence.

– The government has also not only endorsed the climate agreement, but also committed to reinforce efforts in it. It is clear that the climate is changing. When there is a derailment to discuss who causes it, says Jensen.

– Severe

The opposition is not reassured over Jensens clarification, and in the Labour call party leader Jonas Gahr Støre Jensens climate skepticism seriously.

– This is unfortunately nothing new that FRP not believe in anthropogenic climate change, says Støre said.

– The serious thing is that this is the attitude of the Norwegian finance minister. She says she respects climate agreement, but it is not indifferent to the power of climate work on the finance minister believe in politics and the need for changes, or if she just is obliged to follow the Party’s policy, he stressed.

SV Heikki Eidsvoll Holmås react strongly, calling it embarrassing for Norway that people who believe that climate problems is our greatest challenge, can provide FRP influence in Norwegian politics. Rasmus Hansson, the Green Party says he is not surprised Jensens statements.

– Incapable

Nature and Youth are often quick to criticize those who do not take climate change seriously. Now finds that Jensen is unfit as finance minister.

– Now hold it. It is not possible to have a climate denies the Treasury in climate year 2015. Siv Jensen proves clearly unfit to minister role, and now Erna take action. Siv must go, says Nature and Youth leader Arnstein Vestre said.

– The government will never strengthen its climate agreement when the second most influential minister living in their own bubble and do not believe in climate change. She is a threat to Norwegian reorganization and for this year’s key climate negotiations. This must end, says NU leader.

– More ambitious

Environmental Policy spokesman of the Conservative Party, Nikolai Astrup, stressed in turn that Siv Jensen “clearly endorses the government’s ambition to reinforce climate agreement.”

For Aftenposten says he added that the government leads a far more ambitious climate policies than the coalition.
