Abuse case in Tromso kindergarten: – No signs that someone should react … – Aftenposten

A male nursery employee in Tromsø is charged with atrocities against eleven children. The abuse goes back several years in time, and the police do not exclude more victims.

– The arrest and the severe indictment came as a great shock to all, says Jørn-Tommy Schjelderup.

He is Vice President of Private Barnehagers Association and chairman emergency work at the nursery.

The assault accused are in their 30s. He comes from Central Norway, has a degree in health studies and is also a football coach for youth teams in Tromso.

A crisis team from the Private kindergartens National Association is advising the current kindergarten. Also Tromsø Municipality and the State Children’s Houses are key actors in crisis preparedness. It has also been held several information meetings for those involved.

– The daycare center has a hard time

The man was arrested and jailed earlier in May, after they had received tips about a specific event in the nursery. However, the possible range has first become clear today.

– Neither parents or kindergarten employees received some signals that something was wrong before his arrest. The employee was employed with criminal records and had several referees, says Schjelderup.

During the information meetings have not come forward signals that someone should have raised the alarm earlier.

– The daycare center has it heavily, and now use the time to create the best stable framework for the kids. No parents have chosen to keep their children at home, says kindergarten spokesperson.

Several of the victims in the case are now in primary schools in Tromsø, where there have also been given information and given an offer of emergency assistance.

– As always, we prioritize the highest that children have safe, well and as normally as possible at school, says a primary school principal told Aftenposten.

Despite repeated attempts Aftenposten has not yet come into contact with the accused’s defense counsel.

– It is unfortunately every reason to believe that we’re going to uncover more offenses and find more aggrieved. It is natural that we have not uncovered all legal scope over the last two weeks, says acting police commissioner Einar Sparboe Lysnes the Troms Police District told VG.

Calls for national audit

Jørn-Tommy Schjelderup in Private Barnehagers Association told Aftenposten that they repeatedly have called for a national audit. As well as national legislation for the operation and behavior in kindergartens, which could set the standard for national supervisors for all operations and health, safety and the environment.

He says kindergarten assists Barn house, parents of children in kindergarten, employees and the police in the investigation. They ensure that operations at the nursery can continue, says Schjelderup.

– We have in all three crisis team leaders with experienced people in law and communications. In addition, we provide a company and psychological first aid. We have members in 260 municipalities across the country, and unfortunately experience with similar types of cases before, says Schjelderup.

– So there are no common rules of conduct and operation?

– It is each municipality kindergarten authorities that checks each kindergarten its procedures and that rules are followed, and that prepares descriptions of routines on how to behave, from health, safety and environment. In addition, demand for certificate of good conduct issued by the police, says Schjelderup.

– What builds municipalities its rules on?

– At the top is the Ministry of Education and barnehageavdelingen. Then we have the Ombudsman and municipalities. There are some national supervisors who visit this theme.

– Varies rules across municipalities, and between public and private kindergartens?

– Yes, it varies from municipality to municipality. It is a great challenge that it is such a huge diversity, with various type sizes and different activities in kindergartens.

Should always be open doors in kindergartens

– What physical conditions in kindergartens, there are always rules also for this?

– Yes, there are procedures within this with open doors, changing situations, there are clear rules here.

– It appears strange that a series of assaults to occur in a nursery where there are such rules?

– Yes, but it is only the police who sits on the information in the relevant case. It is impossible to say anything about this now. To know what has happened in such cases, one must also compare routines. The answers are not available now. There is now a new total review of procedures. I hope it also becomes national.

– Who currently has oversight of kindergartens?

– There are municipalities, which also runs kindergartens. We have repeatedly called for a national audit.

– Is it your impression that the rules leave no doubt that the doors should be open?

– Yes , absolutely. This is quite elementary, says Schjelderup.
