Young people who fall outside the labor market in Norway, have much lower skills than young unemployed persons in comparable countries. It makes its way into the labor market difficult for this group.
In Norway, the number of young people in this situation. It costs society expensive to have many young outside education and working, according to a new report from the OECD. The report was presented to the Ministry of Education Friday.

The number of young people who are not in work or education in Norway is relatively low, says director Andreas Schleicher of the OECD.
If you look closer at this group as there are over half that did not even try to change their situation.
– This is a group of people who want to slip outside the community. They lack both motivation and perhaps also abilities to find work. It is a development one must be wary, warning Schleicher.

The new report Skills Outlook 2015: Youth, Skills and Employability, was presented by director Andreas Schleicher of the OECD in the Ministry of Education Friday.
Overall, 39 million young people in OECD countries in 2013 neither in work, in studies or in training, the report shows. There are 5 million more than before the financial crisis of 2008
The report shows that Norway has a total gain of unemployed among young people. But those who fall outside, have a much tougher road back into the workforce than in most other countries.
The report includes a “Skills Scoreboard” which ranks Norway and a number of countries after how the education system safeguards people’s competence, and how workplace utilize it.
– The government is working to follow up the OECD recommendations in Skills Strategy Action Report. The social partners will be invited to contribute to a national skills policy strategy, says Røe Isaksen.
