- Could all 100 sex clients per year – Bergens Tidende

Since buying sex act was introduced on 1 January 2009, police in Hordaland taken approximately 150 sex costumers. It appears in the independent evaluation report, which was presented in Oslo on Monday.

Lex Uncertainty

Eirin Eikefjord: Doubts are buying sex act for good.

The report, conducted by the independent and private company Vista analysis, it emerges that the prostitution market in Norway has diminished since the sex-purchase law came.

According to the research firm, it has been about 25 percent fewer prostitute on the Norwegian market since 2008.

– Could taken 100 a year

Police in Bergen in conversation with the researchers behind the report made clear that they no difficulties could have taken 100 or more purchasers annually.

The resources used, however, uncovering trafficking, rather than to enforce the ban.

– The prioritization has been a conscious decision by the police and prosecution in Hordaland. We have given priority to investigate cases that have been linked to human trafficking. More concretely; identify and punish traffickers and pimps. In this context, sex-purchase law has been an important tool, says Attorney Rudolf Christoffersen.

Confirms impression

He has worked as a prosecuting leader in Hordaland police EXIT Group, which was created to address such issues buying sex, trafficking and pimping.

Christoffersen believe the report of the Vista analysis confirms the impression police and prosecution in Hordaland are left with about prostitsusjonsmarkedet since the law was introduced nearly six years ago.

– The conclusions are also consistent with a similar evaluation was conducted of buying sex laws of Sweden. There, they waited nearly ten years of evaluating, which means that the evidence base is even greater, he said.

Christoffersen has previously warned to remove the law. His main complaint has been that much of prositusjonsmarkedet controlled by traffickers, and that many of the prostitutes are victims of human trafficking.

– About 90 percent of the prostitute is foreign. Our experience is that for the vast majority of these, there is poverty, oppression and human trafficking behind, says the prosecutor.

– Coming from all walks of life

According to the report from Vista Analyse the average buying sex in Bergen 44.7 years old. The buyers come from all walks of life. Some are visiting or live in remote areas of the district.

“purchasers do everything to hide and use headgear (caps, etc.) to be more anonymous,” said the report, which has been commissioned from the Ministry of Justice.

Street Market in Bergen is dominated by Nigerian prostitute. According to the report were far fewer prostitute on the street after the law came.

“Then, there has been an increase, but the number who meet in the street seems to have stabilized at a lower level than before the law. It appears that it still can meet 15-20 pieces on a regular weekday, “the report said.

Figures from Prosenteret shows that the number of registered prostitute on the street in Bergen is almost halved from 2005 to 2011.
