Norwegian Bureau for the Investigation of Police Affairs believes the police can better plan and assess how much force as necessary against children in care.
The Bureau receives annual reviews where minors under CPS care thinks they are subjected to excessive use of force by police, says the head of the Bureau, Jan Egil Presthus Stavanger Aftenblad.
– It is our belief that there may be more work in planning assistance mission to CPS, then partly in order to avoid intrusive power, says Presthus said.
Bureau questions whether police have adequate policies and whether the rules of the police instructions are followed and are familiar enough.
Deputy Chief John Reidar Nilsen Western Police District believes child protection in several cases call the police too quickly.
– Parents have occasion- and actually indentured to use some force to prevent their children hurt themselves or others. The child welfare service does not always this responsibility, but call the police where most parents would even intervened.
