Tightens its grip on Nav – Dagsavisen

Domestic

– Through a better and closer monitoring of Labour and Welfare of the Ministry, I hope that we will get a better position to succeed better with the further ICT modernization of Nav says Eriksson.

The Minister implements strengthened monitoring much because of a new report on ICT modernization in Nav, which was submitted yesterday. Labour and Welfare is the management and development part of Nav.

– Better planning

– I wish that implementation force and planning of the project had been better, says Eriksson on the basis of this report’s conclusions.

– You can never plan away from every risk, but it makes sense to plan well, so one is certain that you stand on solid ground and have a greater chance of success, he continues.

– Nav Director Joakim Lystad had to go last Friday. Have confidence that the rest of the senior management of Nav will complete ICT modernization successfully?

– There is not a single case that has made me want to management changes and new power and energy Nav. We have initiated efforts to get a new permanent director, and so I expect that also Labour and Welfare has noted the changing power I’m looking for, answer Eriksson.

Yesterday wrote Dagsavisen NAV employees who are reacting to Navs trouble delivering good results so far have only had consequences for Joakim Lystad. Several top executives have been with us since the creation of Nav in 2006.

– Those who have shaped the Nav organization we have today, sitting still in their top positions, pointed one Nav employed to Dagsavisen.

– Expertise

According to consulting Metier, who has prepared the new report on ICT modernization in Nav is required major changes that Nav will manage to continue the project successfully .

– Some basic things within the organization, management, skills and enterprise architecture must be in place, stressing Svein Olaussen, Director of Metier.

He has led work on the new report commissioned Ministry of Finance and Ministry of Labour and Social Affairs.

– Missing Nav the necessary expertise today?

– Expertise missing, but it will certainly be an advantage to do a piece of work and raising quality before the next part of the project implemented, responding Olaussen.

– How can quality be raised?

– Through hard work. There are no shortcuts there.

Olaussen think Nav will need at least half a year to come up at the required level. He therefore believes agency should wait until after the summer 2016 to initiate with ICT modernization related to parental benefits, rather than to stick to the plan starting 1 January 2016.

Olaussen also believes that ongoing modernization project should be shrunk. It will involve Nav does not get changed as much as desired, but also that Nav will be able to stay within the original cost limit of 3.3 billion. If Nav just continues its plans, it can end with a budget crack at 1.6 billion, according Olaussen.

– Better for users

– I am very glad that Metier report concludes that ICT modernization must continue. It is essential that the users in the future be able to get a better Nav says Eriksson.

– I am also very pleased that the report is unvarnished and honest. It will be one of the most important reports in my further work and in government decision making.

– Do you agree with Metier in ICT project should be crimped and that Nav should prepare better before proceeding with the project?

– I have not been concluded, but the report will as said to be a very important part of the decision basis, responding Eriksson.

He elaborates by comparing ICT modernization with the drive.

– When driving a car in the autumn, it is smooth, you have not changed the tires and the speed limit is 90 km / h, it may be necessary and advisable to lower the rate that you will get a better position to get you safely and safely, instead of ending up in the ditch.

– To what extent will a new Nav director be crucial to avoid that the ICT project ends in the ditch?

– I will always cooperate with Labour and Welfare and sitting leader responds Eriksson.

– When is new Nav director in place?

– There are too early to say. We are looking to find the best candidate and it worked has started.
