- Fewer child begging in Oslo – Aftenposten

– Seven to ten years ago it was much more common with children who were used to begging, rose sales and street musicians. There were also cases of young children who slept out in the center of Oslo, says Børge Erdal, head of the outreach center in Oslo the Times.

On behalf of the district St. Hans Haugen Welfare Administration and Uteseksjonen surveyed foreign beggars living in Norway. During the fall and winter of 2013 approached patrols the foreign beggar community in Oslo.

Uteseksjonen was in contact with 110 men, women and children, all rumensktalende. The note from the survey was released Wednesday.



15-year-old with accordion and tents

The only minor beggar Uteseksjonen was in contact with during the project period was a 15 year old boy who belonged to the Roma.

He said he played the accordion and overnight in tents with their parents. The matter was reported to child welfare authorities, but the boy was not observed in the city for this.

Met pregnant beggars

The report also mentions three pregnant women beggars. These Roma women should have planned to give birth to their homeland, but was interested in the benefits of giving birth at Norwegian hospitals, writes Utesseksjonen.

The outreach team was also in contact with two families, including three children, but they subsisted not by begging.

Worried their abandoned children

Uteseksjonen however, had many conversations with begging parents who expressed great concern for the children who were left at home in Romania unattended.

Several of these had been exploited for begging and criminal activities in their home country or other European countries while their parents were away.

Over 2,013 sent Uteseksjonen a total of 10 reports of concern in eight minors among the foreign beggars to child welfare .

-Tar not with kids

Anyone who was in contact with Uteseksjonen received information and counseling on Norwegian legislation with emphasis on children’s rights.

– Efforts municipality has made over several years to get clear that children are entitled to protection and should not be used to raise funds, have failed. There are not so many people with Roma background who bring children to Oslo longer, says Børge Erdal in Uteseksjonen the Times.
