Government launched Tuesday a new veiselskap to be responsible for the planning of major road projects.
The purpose of the new the company is doing road construction cheaper and more efficient. The four cooperative parties put 130 billion on the table for the next 20 years so that the new company should be able to plan, build and operate seven major roads.
The projects that the company will start with – and implement within 20 years at a total cost of 130 billion, the E39 Lyngdal-Ålgård, E18 / E39 Kristiansand Lyngdal E18 gangplank-Grimstad, E6 Kolomoen-Moelv, E6 Moelv-Ensby E6 Ulsberg-Melhus and E6 Ranheim-Hill.
– The seven sections are those that obviously it makes the most sense to start with, although there are many other routes that had been applicable. There are stretches in northern Norway that also could be applicable, but we have emphasized that these projects should be economically profitable, says Ketil Solvik-Olsen.

The 130 billion divided by 100 billion from the state budget and 30 billion in toll road projects.
The billions from the state budget will in the government accounts recorded from three sources:
- A portion of car taxes will be earmarked for the new veiselskapet.
- The new state infrastructure fund will probably be used. Fund of 70 billion should be multiplied by an interest rate that provides a return figures to be recognized for a grant to veiselskapet.
- Ordinary appropriations in the state budget that is not tied to specific revenue or funds.
Not more money for road
Whoever hoped that veiselskapet in itself should lead to more money for roads, will be disappointed.
All government budget money to veiselskapet shall take place within the guidelines for using oil money. It does not talk about stealth in the queue of good things on the state budget.
The company will not lend
It does not talk about that veiselskapet be able to take out loans in the market. There are only talking about the Solvik-Olsen calls “short-term credits” from the state.
– As long as one has said that the fiscal rule is applicable in economic policy, so you must also have a control that veiselskapet not go out and borrows game.

Ketil Solvik-Olsen began the press conference by saying
– We have had a discussion about how much money that will be used to build roads, but we have not talked about how this money will be used. It is about making a better life for people. It is about helping businesses reduce their transportation costs.
Linda Hofstad Helleland (H) goes on to say that the four parties have worked together for several months and that they are now very excited that they now can present the results of this work.

– There has been a problem in Norway that road planning has taken a very long time, up to ten years. We in KrF believes that a new company can provide shorter lead time, it means money saved and that more people can take roads in use faster, says Hans Fredrik Grøvan (KrF).
Abid Raja (V) continues to boast of cooperation between the four parties. He also stressed that the new company will not shift the priority relationship between rail and road.
The government also aims to reduce the number bum companies sharply from the current 80 to 3. It is intended to either give less bureaucracy and administration, thus either lower bomsatser or faster repayment of the roads.
Labor: – Slightly lonely veiselskap
– There is much to suggest that NPRA could have done the same as described for the new company. Project we have already today, not least E 39 which is largely completed planned by NPRA. I think this is a little lonely, says Ingvild Kjerkol sitting in transport committee in Parliament for the Labour Party.
She highlights that there are more barriers than co-financing that stands in the way of public roads in Norway.
– It is not just to highlight seven ready-projects so believing that the problem is resolved.
Kjerkol believes that cooperation parties comparison with Avinor is not relevant.
– Avinor large independent income while veiselskapet will build path after the current framework-ie tolls, loans and state grants, she said.
– More road or more bureaucracy, as you see it?
– I must say that I am a little disappointed. The projects listed are already well underway, and many are ready planned by NPRA. What happens now is that employees are subject to an undertaking.
