Norway gets the strictest climate target in the EU and EEA – Aftenposten

Wednesday presented the European Commission’s new package for climate policy up to 2030.

In the package you get each member country EU a separate figure for how much greenhouse gas emissions should be cut in non-quota regulated sector up to 2030, compared to the emission level in 2005. non-quota regulated sector includes transport, agriculture, waste and construction.

the requirements for cuts range from 0 to 40 percent, where the richest countries must cut the most.

– This ensures fairness because it means that the richest countries undertake higher goal than the poorest, says climate Commissioner Miguel Arias Cañete.

Norway shall participate fully in efforts with the EU and with our strong economy we get the most stringent requirement: European Commission cast that Norway must cut emissions by 40 percent.

Since Norway’s emissions in 2015 were slightly lower than in 2005, it means that Norway’s greenhouse gas emissions must be 38.5 per cent lower in 2030 than what they were last year.

These must cut most and least

Of the EU member States, only Sweden and Luxembourg have to cut as much. Denmark and Finland have both cut by 39 percent compared with 2005, according to the proposal.

Bulgaria is the only country that has not received a claim of about cutting, while Romania, Latvia, Hungary, Croatia, Poland and Lithuania all have to cut less than 10 percent.

the principle is that the richer a country is, the more it must be cut.

Norway will also get the same opportunity as the EU member states to buy allowances from other countries that participate in the system. That means we have to take the whole cut in Norway.

It should now be negotiated further on the proposal from the European Commission, and the package is emphasized that the final figures for Norway will not be ready before a decision is done.

will Norway accept this?

Asked by Aftenposten Norway will accept the cut of 40 percent as the EU wants Norway to take corresponding climate minister Vidar Helgesen following:

– We are committed to treating with other EU countries. So if 40 percent implies equal treatment, we will say yes to it.

No matter should EU countries now negotiate among themselves, and Norway will also negotiate with the EU.

negotiations with the EU and Norway will take over a year’s time according to Helgesen.

– a new era

Helgesen also says that if the countries fail to meet its five-year plans for emissions, they could get a punishment where they have to cut 8 percent extra.

– it’s a new era when it actually becomes sanctions if they do not implement what you planned, says Helgesen told Aftenposten.

about Norway gets 40 percent cut, Norway can theoretically buy their way down to 0 percent if they pay for additional emission reductions in other countries.

Vidar Helgesen will not say how much real cut Norway will do and how much Norway will buy from other countries.

– It is impossible to say, but we must be prepared that the bulk must be done at home.

Helgesen shows among another to require deep reductions in passenger traffic in Norway, but also for heavy traffic.

Aps Terje Aasland also says to NTB that Norway must take “the far mostly at home.”

Une Aina Bastholm in the green Party says that the government must follow up with action in the autumn budget, and Liberal Party leader Trine Skei Grande shows that a green tax shift is very important.
