How the government will tighten asylum policy – NRK

– We are in an unpredictable refugee situation, and it is an objective of the government that we should reduce the arrival of asylum seekers, says Immigration and Integration Minister Sylvi Listhaug (FRP).

Together with Prime Minister Erna Solberg ( H) did Tuesday until a comprehensive bill to tighten the asylum policy.

the consultative proposal that was presented during Christmas led to fierce debate.

Both human rights organizations, the Norwegian Church and political opponents sowed doubt tightening was within international law.

Adjustments

Before Solberg gave immigration minister the word she emphasized the challenges facing Norway.

What we see in the world also affect Norway. A realistic approach is needed to ensure that the asylum system we have works well and that the people who need help the most, get help, said Solberg.

Moreover, Solberg said the government has made several adjustments to the austerity measures after consultation round.

– For example, we have listened to feedback about making mitigation of family temporarily , said the Prime Minister.

How should the government tighten asylum policy

Changes proposed for family reunification

the government received including strong criticism of the proposal for four years refugees must have four years of work or education behind them before they can apply to be reunited with family.

in the bill that is now submitted for reduced this requirement from four to three years.

Yet the rules are much stricter than they are now, not least because it called subsistence sharpened. This means that immigrants should be able to support his family from day one until it can be retrieved to Norway.

– There were many reactions to it during the consultation process, and we were determined to make adjustments. But whatever the rules will be very, very strict. So we are excited about the debate in Parliament, says Sylvi Listhaug.

She said the government should work to encourage the individual to do the own effort needed to integrate themselves.

– UDI has prepared an analysis that looks a little forward, how many would expect that one gets of family per person for stays. The analysis shows that expected 0.6 people per refugee for years to come. This means it will make a significant immigration, she said.

Easier to refuse reunification

Many of the proposals are based on the settlement of asylum policy as Labour Party, Conservative Party, Progress Party, Christian Democratic Party, the Centre Party and the Liberal Party put forward last November .

on the basis of the settlement, the government proposes that:

  • There should be denied family reunification with refugees and persons receiving subsidiary protection if family life can be safely applied in a third country family together have stronger ties to other than Norway. After the granted protection in Norway also has received a permanent residence permit is no longer affiliation requirement a condition for family reunification.
  • Integration Criteria for permanent residence, including conditions that the applicant must have been self-supporting for the last twelve months. The applicant must also master a minimum of Norwegian orally and pass the test in social studies.
  • The appeal deadline is reduced from three to one week of asylum applications which obviously does not meet the conditions for protection.
  • The introduced rules on increased use and storage of biometric personal data to ensure more effective identification control.
  • to cancel a visa waiver for asylum seekers, and instead open that they generally granted right of entry without a visa. This gives authorities the right to refuse entry where it is clear that the conditions for denying the merits are fulfilled.
  • Introduce a right to expel foreigners who twice or more are denied merits of his asylum application.

Easier to captivate

the government has no majority alone and relies on support from other parties to win support. It will therefore be new rounds of negotiations in Parliament before one gets to know which proposals will actually be adopted.

But the government has through previous agreements with KrF and Left secured a majority for any retrenchments. On the basis of these agreements, the Government proposes now:

Unaccompanied minors

The government also notes that asylum settlement say they continuously should consider proposals for legislative changes. They therefore propose:

  • Two new provisions concerning temporary and limited permits for unaccompanied minor asylum seekers. The temporary permissions apply only where the basis for the stay is that the applicant will be without proper care upon return. Children who meet the conditions for protection for reasons other than the lack of proper care upon return, will get an annual residence permit.
  • A legal basis for the King in Council may issue special and extraordinary rules for asylum seekers arriving directly from Nordic neighboring countries. This will be an extraordinary measure that could be implemented if the government believes Dublin cooperation in reality has ceased to function.

Listhaug roller runner government proposal that they want to prevent unaccompanied minors sent in clutches of traffickers.

– We know that children are exposed to abuse and violence. Prospects for permanent residence in Europe may lead to multiple sends these children.

– I’ve been on reception and spoke with employees confirming that they have been in contact with children who say they do not wishing to travel to Norway – they want to be home with his family, but that they are being pressured to leave. We must do something to stop this practice, says Listhaug.
