Civita butcher Norwegian aid policy – Dagbladet.no

Government criticized for a lack of implementation force in aid policy and the impact of the aid budget is 32 billion.

The report by the liberal think tank Civita is funded by Bill and Melinda Gates Foundation and prepared by a bipartisan steering with professional expertise, writes Aftenposten.

1-percent target (share of development assistance of gross national income) is criticized for having become more important than the aid actually works. In addition, it establishes that the spread is too big. Still getting more than 100 countries Norwegian aid. The list is too poor and too many projects and initiatives do not contribute to long-term development, it is stated in the report. Large parts of the aid does not contribute effectively to poverty reduction, according to the report.

Foreign Brende (H) says he agrees in many of the conclusions. But he disagrees that the Government has not grasped this.

– This government has made a change of pace in many areas. Concentration, demands for performance, with closer and deeper partnership. We’ve now turned a trend where the Norwegian side in recent years has expanded the number of partner countries.

– When we took over in 2013 there were 116 partner countries. For the first time in many decades, we have now reversed this trend and has received approval to reduce to 85 partner countries. We are also investing in 12 focus countries. It is new, says Brende. (© NTB)
