The government wants to ban begging, and has sent out a proposal for a new beggar clause. It is proposed to criminalize both beggars and those who “collaborate” with beggars.
The proposal was sent out on Thursday 22 January. The consultation period runs out already 15 February.
State Secretary Vidar Brein-Karlsen Justice justifies the short consultation period with “the relevant questions concern a limited issue that has already been submitted for consultation in related hearings in 2013 and 2014 . Several of consultative bodies will be able to demonstrate their previously granted hearings.
Oslo City Council does not see it that way. On the contrary, the city with the highest number of beggars in this country, not the time to deliver response within the time output.
– We have town council meeting on Wednesday, as quickly rows we do not issue a statement. The earliest we could have done it for the next meeting, but it is after the deadline has expired, says Governing Mayor Stian Berger Røsland (H).
Not requested postponement
– Have you requested to extend the deadline to have time to consider the matter?
– No.
– Why not?
– Because we would then obtained a week or two. It’s not enough. We need four, maybe five.
– Commissioner manager does not work very excited to arrive at a consultation?
– Yeah, we had only gotten better time.
– Why rush it like for the government?
– There must ask it to do.
Poor excuse?

– No, I think their problem is that there are different views in the city council, and that majority of the city council will say no to the government’s proposal, says SV group leader, Marianne Borgen.
Commissioner leader rejects SV theory.
– We have spoken us before about this matter, and we had managed to pronounce us again. But we must get a little longer on us.
– If you at all had been able to agree in the city council, you would risked losing the city council?
– Majority determines
– The majority decides. It is the rule, and the lives I handy. Otherwise it is not so obvious what the majority had fallen on here. There are many different views on the question of the City Council, said Røsland.

– I agree and support it. But we need more time to make a proper response.
