This is the message in a report NPRA, Rail, NCA and Avinor presented Wednesday morning.
Several take trains and traveling by subway and bus, but it is simply because we have become more, in and around cities. All in all Norwegians travel patterns changed little since 2009.
Continuing that way will passenger collapsing, and Norway will be forever from achieving the goals of parliamentary climate agreement.
– Those who want it “cozy” must move out …
When Transport Minister Ketil Solvik-Olsen (FRP) received the report “Challenges for the future of transport – Main report from analysis and strategy phase ‘hands, he said that must be taken much tougher roofs in cities in terms of housing and transportation.
– Would you have it “cozy” one may have to move further out of the cities, said Solvik-Olsen.
Much stronger means
NPRA and Rail is sparklingly clear in the report that it must be used coercion and force in a completely different extent than hitherto to get us to change reiesmønster. It’s about:
- Congestion Charges will really sting.
- Highly limited parking facilities.
- Public transport must be greatly increased, far beyond what exists in plans today.
- The conditions for cyclists and pedestrians must be improved radically.
Bicycle and walking should take 40-60 percent
According to Elisabeth Enger, who has led the steering committee behind the report should bike and walking take 40-60 percent of all growth in passenger transport the big cities, public transport rest.
– Bicycle is the cheapest way to solve transport growth, says Enger.
About the money needed to improve public transport and better cycling conditions, she says:
– The need for investment in public transport, except railway, 50 billion in the nine major urban areas until 2030.
Reduce EV benefits
Also elbilistene should take their share of the Norwegian transport to reach climate goals, says government specialist agencies. They point out that cars are using as much road capacity as other cars, they create queues, particulate matter and increased parking challenges.
– It should be considered to reduce the benefits of EVs. At the same time incentives for all zero and low emission designed so that emissions are reduced and mobility is limited. In practice this will mean that there must be considerably more expensive to use today’s average cars in cities, it is pointed out in the report.
The report also brings the somewhat surprising news that 83 percent of all Norwegian transport occurs by sea. It is well to note if one takes with the oil industry.
There is currently little competition between ships, trains and cars on the transport of goods. Today it kind goods and how they should determine the choice.
More driving alone
