Provides Hordaland Police fined 100,000 kroner – Dagbladet.no

(Dagbladet): Norwegian Bureau for the Investigation of Police Affairs has decided to give Hordaland Police fined 100,000 crowns for the treatment of whistleblower Robin Schaefers their reports.

Bureau believes police district has been guilty of gross negligence in the service.

The Bureau believes there is no reason to consider criminal liability for persons or entities in the case.

– The criminal here is that Robert Schaefers report was not handled well enough way of the police district, said chief Jan Egil Presthus in Norwegian Bureau for the Investigation of Police Affairs.

– The follow-up was not efficient, trustworthy and entailed the risk that a serious issue remained shelved on an incorrect basis, writes Bureau in its orientation to the press.

Four people have been questioned during the investigation as a suspect, prosecuting attorney and three investigators. A possible criminal liability for service actions that were committed prior to and in connection with the decision dropping 14 August 2012 is the Bureau considered to be obsolete.

– Our conclusion is that there is a collective failure, a collective shortcoming in the investigation, says Presthus.

Monika Sviglinskaja (8) was found dead in his home in Sund at Sotra Hordaland 14th November 2011. The police dropped the case as a suicide after nine-month investigation. In May last year resumed police matter including after strong pressure from lawyer Stig Nilsen assisting Monika mother in the case. In October, the mother ekssamboer arrested and charged with murder. He refuses guilt.

The Bureau task Monika affair has been to investigate whether there has been negligence, gross negligence or whether there has been a punishable offense in connection with the investigation in Monika case.

Earlier in February came Public Prosecutions investigation group with devastating critique of the police. They pointed to a number blunders in its report:

1. MISSING RECONSTRUCTION
The report states that it was not carried out a reconstruction of the way investigators believed she killed on, “which appears as incomprehensible.” This is one of several investigative steps working group believes should have been performed.

2. KRIPOS notes
The report also shows that in December 2011 was a meeting between the management of the case investigation and representatives of NCIS. It was not written any report after the meeting, but NCIS did the following note: “The mobile phone of the deceased away. Discards theory of suicide. ” The theory was not rejected, the case was instead dropped.

3. POOR MANAGEMENT
The report shows that one of the reasons why a lot of failed deficient investigation management. 4. FACEBOOK THREATS

NCIS explained police that they needed a rogatory from the country as Facebook profile belonged. Police decided not to do this.

5. SUPPLIED NOT UP WITNESSES
Three witnesses who had information about unknown persons in the area in that time was not followed up well enough.

6. ALIBI CHECKED NOT
