E-boss about Ukraine conflict: Russia wants continual conflict – VG

E-service believes that Russia has every interest in a permanent conflict in Ukraine, to prevent the country are linked more closely to the West.

While Lieutenant General Kjell Grandhagen held its public presentation of E-service threat assessment for 2015 came the first reports of a ceasefire agreement with Russia on Ukraine.

Still maintains Grandhagen view of Russia’s long-term interest in the conflict-torn country:

Stuck

– We believe that the obvious Russian intention is to get a deadlock, frozen conflict out of this, which necessarily adds some foreign restrictions on Ukraine, says Grandhagen VG.

– Russia looks to wanted to create a situation where there is continuous is a conflict there, he adds.

Nocturnal negotiations

The peace agreement was presented in Minsk on Thursday morning, after negotiations between Russia, Ukraine, Germany and France through the night.

– The main thing we’ve got is that it shall be entered into an unconditional ceasefire from Saturday to Sunday, said Petro Poroshenko, Ukrainian President.

Two days after the ceasefire comes into force, the parties shall withdraw his artillery out of eastern Ukraine. Parties shall meet regularly to ensure that the agreement is maintained. The parties also agreed to release the hostages.

Great attention

Porosjenko says he believes Ukraine will be able to take back control of its border with Russia by the end of 2015.

Kjell Grandhagen says E service has been great attention to Ukraine over the past year, not least to give Norwegian decision makers a good factual basis.

He said that Russia has used a wide range of instruments in Ukraine. both hidden and open, military and civilian, to achieve their goals there:

– In Eastern Ukraine, we have actually war going, energetically supported by Russia, which has supported the rebels with heavy military equipment and advisers, but also regular military personnel.

– Soldiers on the ground, then?

– Yes. We have seen, says Grandhagen

It is unclear whether Crimea is mentioned in the peace agreement, the peninsula that Russia first annexed last spring. Grandhagen will not answer if there is any opportunity for Ukraine to get occupied Crimea back:

Krims fate

– It is a political issue. There we note is that Russia went in, took Crimea through a sophisticated military operation, thus changing a border in Europe without consulting the country they entered. What will be the political solution is not up to us to consider, says e-boss.

– What will it take for the Crimea comes under Ukrainian control again?

– It is difficult to speculate. It would have to come as a result of a Russian participation, but it is difficult to see a Russian willingness and intention to do so today.

The American newspaper USA Today printed Wednesday a map of Ukraine where Crimea is no longer a part of the country.

In
threat assessment clarifies email service that Russia, in today situation poses no military threat to Norway.
