Dramatic for Oslo schools – Dagsavisen

By Karin L. Fladberg and Stian Fyen

The reason for the dramatic drop in the number of teachers due to a political decision made by the then Conservative council in 2011. At that time it was decided that schools hereinafter only could be transferred 80 percent of the cost of all new students, not 100 percent as it was before.

The change had little effect in the early years, but as more and more students have come in with only 80 percent financing, the situation is dramatically deteriorating.

– We have long seen that there would be consequences when new students were not fully compensated financially. But it was only when I asked the agency make specific calculations that it dawned on me that this is far more dramatic than I thought, says Tone Tellevik Dahl (Ap), commissioner of adolescence and knowledge in Oslo.

The cut 150 million

Although it is up to operating boards at each school to decide how increasingly tighter budgets should be handled, the agency’s separate statement that primary schools in Oslo is struggling. All of Oslo’s primary and secondary schools are required position shot, where everything from 0.15 to 3.32 FTEs going away. From 2011 to 2016 nearly 240 teacher FTEs removed.

According to Oslo education council represents cuts over the past five years as much as 150 million, believed to have gone beyond the supply to 80,000 Oslo students.

– This is dramatic. The fact that funding has decreased year by year and there has been a number of pupils increase of 21 percent over the last decade, has exacerbated the situation further, says Tellevik Dahl, indicating that the trend should be reversed:

– We have already for the current school year increased pupil funding to 85 percent and aims to increase it to 100 percent by the autumn of 2019. The schools shall receive a student costs, not a percentage. A student is a student, and must be compensated, states Tellevik Dahl.

Enters minus

According to the Education costs an elementary school pupil 81,091 per year. With 80 percent funding schools receive only 64,873 kroner per pupil – that is a deficit of roughly 16,000 crowns. In secondary education goes schools near 22,000 kroner less per head.

School Commissioner tells of dramatic feedback as well driftsstyrer as principals:

– What I hear is that schools have to cut jobs, merge students in larger classes and cutting promos, said Tellevik Dahl, who is unhappy with the legacy of previous councils.

– I have taken over a Conservative-controlled school in far worse condition when it comes to teacher resources than what is acceptable – and far worse than one would think when the Conservatives are talking about their school commitment. In reality, Right emptied a school for teachers annually since 2011.

Faction Leader in the Education Committee for the Right in Oslo, Saida Begum, defends cuts in student pricing.

She said there were two main reasons that in 2011 went down from 100 to 80 percent compensation for new pupils in Oslo schools.

– The rationale is that there is a one-to-one ratio when it comes to costs when the money should follow the learner. If a student changes schools, many fixed costs have already been covered, she said.

This means that if, for example, has 20 students in a class will not student number 21 necessarily cost as much as the first 20.

– The second reason was that we wanted to set aside funds central as you could use, for example. attempts arrangements with extra efforts to schools with greater challenges. Another example of the use of unrestricted funds summer school, said Begum.

– Is not it a negative consequence of the policy when you have to cut hundreds of teaching positions?

– Right has always prioritized the school budget, and this year we have allocated 32.9 million more to schools than the incumbent council. It provides several free agents can be used on special measures, for example, we can insert more teachers in schools with greater challenges, she says, and adds:

– But there is every reason to look favorably on measures to increase the school budget further as a whole. Gouverment councils statement said that they will increase the number of pupils compensation to 100 percent, so we expect soon a case of this to the city council.
