Hussain was charged with five violations of Penal Code § 147c prohibiting incitement to terror. The background was five status updates on the social network Facebook community (see fact box). Even thought Husain that he encouraged terror.

Raja (V) now wants a debate on amendments to the Criminal Code.

Will Punish tribute

– When the courts have said that statements are not criminal, so the ball is back in our politicians. We need to discuss whether the criminal law should be amended to also apply tribute acts of terror, such Hussain published on Facebook. I encourage other parties to also take part in the discussion and also wants Attorney General gets involved, says Raja told Dagbladet.

– It is clear that his statements are statements that arouse fear in the civilian population. And some people in the extremist minority community may perceive tribute as a solicitation. When we are in a borderland where the smart extremists have understood how to navigate to avoid criminal law, but still go free, says Raja.

– And I want a debate about where to draw the line, and whether the law today is in line with the general understanding of the law, says Raja.

paragraph Hussain was prosecuted for, is intended to frame the precursor to terrorism.

– I think Norwegians feel it offensive that Hussain to such a degree has praised terror, but been rigorous exactly going within the law and now is acquitted, says Raja.

– Urged not

Hussain explained that he had not meant to incite terror, but that he is responsible for the support he has expressed.

In court Hussain received a number of questions from the prosecutor about including his views on terrorism and Islamic state (IS, former Isil). He refused to answer most, and turned instead to the free statement, where he said that he could respond to Allah and Islam, and that he recognizes Norwegian laws.

He believes western governments and Media «shelves western war against Muslims.”

– When the Muslim population is attacked, then pushed it under the carpet. I have tried to respond with the same. I will continue to expose the West’s hypocrisy and double standards, he explained.

The prosecutor also played by VG interview where Hussain among others defended the beheading downs. After the interview, he was partly reviewed to encourage terrorism.
