Togstreiken dealer about the solution on Monday evening – Aftenposten

To Aftenposten says Ringdal right before the negotiations:

NSB-boss about education in Norway and other countries

This says NSB-commander Geir Isaksen about the situation in other countries, around lokførerutdanning:

It varies. It is a joint directive from the Eu side, but it is interpreted differently.
