* Norway is obliged by the Kyoto Protocol, which sets a ceiling for the Norwegian emissions of greenhouse gases. In the period from 2013 to 2020, the ceiling set at an annual average of 84 percent of the emissions level in 1990.

* The Norwegian emissions of greenhouse gases was in 2013 at 52.8 million tonnes. That is an increase of 4.8 percent from 1990, the reference year in the international climate negotiations.

* The national emissions are still higher than 1990 levels, the purchase of emission allowances from abroad is therefore necessary to fulfill obligations.

* In climate agreement from 2008 states that Norway will become carbon neutral by 2050 and by 2030 if it is put in place an “ambitious global climate agreement in which other developed countries take on extensive commitments» . Carbon Neutrality means that Norway must ensure global emission reductions that offset Norwegian emissions.

* In climate agreement also states that about two-thirds of the cuts by 2020 to be domestic.
