– NRK for example introducing user fees, so more media do today. It can happen by those who pay license and wanting online in addition, pay a small surcharge. Those who do not have a license, but who wants nettsupplementet may, for example pay a little more, he said.

Løvaas will not say anything about whether a Paywall is the gist of the White Paper on NRK, but says it is a desire to discuss it.

Aftenposten that both the Conservatives and the Progress Party’s parliamentary group endorses the proposal.

Report: Threaten not other media

Both NHH report commissioned by Culture Minister Thorhild Widvey (H) and an NRK commissioned report from Oslo Economics has concluded that NRK not threaten other media online.

Løvaas believe the reports do not take into account an estimated development in the near future, calling them “nonsense.”

– I wonder if he has read the report. Precisely what with user fees is the discussed. If NRK.no gone, it is still difficult for others to take paid online. We have looked at whether it is possible to charge today and in five years, so the report is relevant also for the future picture says NHH professor and project manager Lars Sørgard Aftenposten.

– Will weaken offer

Broadcasting Chief Thor Gjermund Eriksen told the newspaper that the proposal will involve a strong weakening of NRK position and offer to the public.

– same time it will intervene in the editorial independence. Journalism and content takes place today on all platforms. Should authorities categorize offer? Shall long TV spots airing on TV and short performances on the Net? It is not possible, he said.

Trine Skei Grande (V) told the newspaper that she does not believe user fees online is the way to go, and Geir Bekkevold (Christian Democrats) will not discuss a separate payment.

White Paper on NRK is expected in June.
