Majority of trials in absence limit – NRK

– It provides a clear authority to the Minister to introduce a national absence limit, says Henrik Asheim (H) of the Education Committee to NRK.

Many thought absence limit was dead after Labor warned that they would not support proposal from Minister Torbjørn Røe Isaksen (H).

Labour’s school policy spokesman, Trond Giske, stressing that the Committee has decided that Røe Isaksens regulations about a absence limit of ten percent should be repealed.

– I do not recall, during my 18 years in Parliament, that Parliament has repealed a regulation, Giske told NRK.

– Good reasons

Still, it thus seems that students in high school must adhere to stricter rules for attendance and absence.

the reason is that the Labour Party, the Centre Party and the coalition parties the Conservatives and the Progress Party has accumulated a note that open to a pilot scheme (see fact box)

This is H, FRP, Ap and Sp agreed:

the committee’s majority, members of the Labour Party, Conservative Party, Progress Party and the Centre Party, believes there are good reasons to introduce a national limit on absences. The majority is against this background positive for a trial with the national limit for absence, such including Education Association has pointed out, based on guidelines from Parliament. The majority shows that the entire committee in this setting want absence rules must be accompanied by follow-up research and carefully evaluated after three years.

The school must be clear that the absence is not okay. It is quite possible that some students may come up well through school to be late for class and have high absenteeism. But if one accepts the type of attitudes in school, it can affect other students to a greater extent will be in danger of falling out when they miss teaching. It is important that any limit for absence is not perceived as a quota for how much you can be away from teaching.

Should evaluated

Tighter absence Regulation shall “be accompanied by follow-up research and carefully evaluated after three years.”

the notice that the committee says nothing about how the absence border should look like.

the government basically went in for a lost time limit of ten percent but if the Minister adds Education Association proposed because this will probably be increased to 15 percent.

Røe Isaksen am glad that Parliament endorses a national absence limit. He dare not yet promise that it can be introduced next autumn.

– This has been well planned proposal and all possible variants have been heard. The school is prepared for an absence limit, so it would have been an advantage to get it. But it is clear that it is becoming scarce time, so we must simply consider it.

Everyone thinks’ victory is our “

The government’s original proposals received rough treatment from Elevorganisationen. In mid-May, thousands of students across the country on strike in protest against that they could lose overall achievement in a subject if they were absent for more than ten percent of the hours.

According Elevorganisationen proposal would frame the weaker students, and ultimately lead to more dropout.

Some national politicians have it poured with accusations. Giske has accused Isaksen for simply political craftsmanship and received accusations of vacillation and political games in return.

Now wants both Conservatives and Labour to portray the compromise in Education Committee as a victory for their starting point.

– Labor said they were against the border Torbjørn Røe Isaksen suggested, but then when they simultaneously that they were a national boundary. Then we saw that there was room to agree. Labor has come to meet us, and we have come to meet them, says Asheim (H).

Giske, for their part, say they have received a majority who are “fully in line with the Labour Party group meeting» .

– the government ordered to stop regulation on a rigid limit of ten percent, and it ordered to create a new regulatory framework in dialogue with the sector. They get the opportunity to make an absence limit, but it must be flexible, have discretion opportunities and give a second chance to students who are struggling. We are very pleased with.
