Anundsen will send “manifestly unfounded” asylum seekers in prison – Dagbladet.no

(Dagbladet): Justice and Public Security Minister Anders Anundsen (FRP) proposes manifestly unfounded asylum seekers should be detained for up to three days, according to NRK.

This is part of the asylum agreement, cooperation parties KrF, Left and the government signed in February.

– Police experience shows that some of the applicants in this category leaves the reception and commits crimes. It is then reasonable to assume that it is a question of people who are already basically have criminal intent with entry into Norway, according to the agreement.



Within 48 hours

UDI shall treat “assumed groundless asylum applications” within 48 hours with the aim of rapid deportation. This year, for example, 188 applicants from Albania who have received the application branded as “manifestly unfounded”.

– There are EU countries, and countries like USA, Canada , South Africa, Brazil and Australia. It applies to all western countries and most countries in the Balkans and some other countries in the world with a stable situation, says senior legal adviser Andreas Furuseth at NOAS Dagbladet. “The Contracting Parties undertake to support the bill in Parliament,” writes Left, KrF, the Conservatives and the Progress Party in asylum agreement.

– This is important to ensure implementation the procedure and facilitate the quick return. The measure will make it more difficult to abuse the asylum system, not least for the minority who have intentions of criminal activity, writes Anundsen in a press release.



NOAS is critical

He says “manifestly unfounded “Asylum seekers are people who come from countries considered to be generally safe. NOAS is however critical that some type of asylum claims may give rise to immediate imprisonment.


– To imprison someone is a highly intrusive measures, and measures must be used with caution. To imprison someone, just because they apply for asylum in Norway, and want a better future – although it should not be the basis for it – we mean is negative, says Furuseth NRK.

Anundsen says may be appropriate to use the Immigration Detention Centre on Trandum to house some of the imprisoned asylum seekers. According to the consultation proposal is relevant with imprisonment for up to 72 hours.

– The question is what Anundsen want to accomplish with this. There is already broad legal authority to detain people they think will walk away, says Furuseth and continues:

– The proposal’s message feel we are sending a signal to the people of Norway and to people who are considering applying for asylum in Norway that this is not an attractive country to seek asylum, says Furuseth, who says that NOAS question whether detention is the way to go.

– Imprisonment is an invasive and costly measures which must be used with caution, he said.

– What we think is frustrating is that the government constantly talks about the need to use resources on those who truly need protection, and avoid use them that do not need it. It’s a good point. The problem is that we have not seen that the government has done nothing to improve the situation for those in need of protection. We’ve only seen the other side who have gone on return and detention, says Furuseth.
