– Usually one hears about such things when they come out of it. We heard no rumors about anything. In Norway, it often comes in small groups, often as families. We were surprised that it was not as large family network that we thought, she said.

The family organizes

All organization happens mostly within the family or group, the report said. Everyone had a good overview of how much they had earned and spent, and nobody told about the money that went to other people.

– What we have said concerning the crime stems from police observations that the same beggar is implicated in the crime. Deputy Chief Roger Andresen of the Oslo police say they have not read the report yet.
