Tuesday sent counsel Stig Nilsen complaint to the Bureau, writes bt.no.

In a press writes lawyer that there has been a difficult decision to take for Kristina Sviglinskaja.

“She is not necessarily looking for that individuals will be affected. The important thing for her is to get answers to what went wrong when the case was dismissed as suicide, “writes Nilsen.

Police Officers not judged

It was on February 25 this year that Hordaland Police were fined 100,000 crowns for serious dereliction of duty in connection with the investigation of Monika case in 2011 and 2012.

Four policemen had additionally status as a suspect in the case, but the Bureau thought it was not basis for punishing any of them. For two of the policemen was the assessment that the relationship was obsolete.

The deadline for misdemeanors usually amounts to two years.

“The Bureau has not helped to clarify the case any more than what she already knew, and she disagrees with the assessment of obsolescence, “writes Nilsen about the background of the complaint.

9. February, police in Hordaland strongly criticized by a working group appointed by the Public Prosecutor. When it comes to what it was that made the police locked into a theory that the girl had taken his own life, came the group short. They were unable to answer that question.

Complaints obsolescence

The Bureau, which has only taken a position on whether there was a criminal offense, has in its decision on the assumption that the matter was outdated already then counsel went to review in August last year.

Lawyer Nilsen believes that there is reason to question whether the Bureau obsolescence assessment is correct.

“In our opinion was not obsolescence occurred at the time when review was filed, pursuant to the provisions of continued crime, and it is a fundamental question of when the limitation period starts to run, “writes Nilsen.

Disagree grounds

Sviglinskaja Newsletter police insufficient investigation in late summer last year. A few weeks later she delivered an additional review.

She believes that the Bureau in its decision not taken with matters raised in reviews.

“Injunctive is thus imposed as a result of the resistance Notifier Schaefer were faced with in 2014, which we so far agree, but not on the basis of the matters that were reviewed,” writes counsel in press release.

Taking complaint into consideration

Bureau chief, Jan Egil Presthus, told BT that he takes the complaint under advisement, and that it will be treated as usual.

About the rationale for imposing police district a fine of 100,000 kroner, he says the following:

– Corporate punishment which the Bureau has imposed Hordaland Police justified in that police district did not follow up deficiencies in the investigation in 2011 and 2012, when these were pointed out in 2014. At the police work with the case in 2011 and 2012 was deficient, consequently one side of the foundation of straffreksjonen already imposed and adopted, says Presthus.

The complaint will be forwarded to Public Prosecutions for consideration if the Bureau does not see any reason to make changes in its decision last month.

Promoted claims

Monika Sviglinskaja (8) was found dead in a basement flat on Sund 14th November 2011. Nine months later enlightened police that the case was dismissed as a suicide. In October 2014 was Kristina Sviglinskajas ex-roommate arrested and charged with murder. He refuses guilt.

Monika’s mother has already filed a redress claims of 200,000 kroner against police district.
