Low staffing in kindergartens – Municipal Report

* 18.8 percent of the public kindergartens have only fully staffed 2-3 hours every day.

* 60 percent of public kindergartens have full staffing four to five hours daily.

* 19.1 percent of public kindergartens have full staffing 6-7 hours per day.

* 0 , 9 percent of public kindergartens have full staffing more than eight hours per day.

* 94 percent of the private kindergartens have full staffing least 6-7 hours per day.

* It lacks today over 4,000 kindergarten teachers in Norwegian kindergartens.

* There is currently no national standard for the number of employees in Norwegian kindergartens, but the government has set a goal to introduce a staffing norm by 2020.

* The government Øie Committee recommended in 2012 that there should be introduced a norm that ensures at least one employee per three children under three years and at least one employee per six children over three years.

* The Commission also recommends an educator norm that ensures at least one kindergarten teacher per six children under three years, and at least one kindergarten teacher per twelve children for children over three years.
